Thanks to bug reporting, I noticed that there was a severe problem that prevents users of environment without 2byte char from playing DIS:Legacy.

The problem was actually not easy to solve single-handly for me. However luckily for me, BingShang, the developer of the RM2003 maniacs patch, got attention to the problem. And thankfully he gave me the warrant to implement an experimental 64-bit exe in the DIS project. 

And most importantly, the experimental exe supports unicode - that would fix the reported problem and other many issues within DIS. 

Yes, now you can at least launch the game! maybe

Currently, we can't assure that the 64-bit exe is stable enough, so I temporarily put the game file with the 64-bit exe as the experimental version. If you face some problems, please report me on itch. Your reports will improve not only DIS but also the RM2003 maniacs patch.

Even with BingShang's help, I still have many obstacles to overcome for completing the English support of DIS: Legacy. Yet I'm working on it!
